I have spoken with the designer of the hat in question and am satisfied that she came up with the pattern independently. Her hat is made using loom knitting, has a different stitch pattern on the brim and uses a different yarn weight. You just knit this round with the right side facing, but every time you come to a wrapped stitch, you lift the "wrap" onto the left hand needle and knit it together with the stitch it's "wrapping".
